1. Introduction

1.1 Introduction

1.1.1 The Regimental Standing Orders are the Official Rules and Regulations for the governing of the 1st Marines Regiment of the WCC Marines. These orders should be refered to in all matters regarding the regiment. Should there be a conflict between these orders and that of the Unit Commanding Officer or the WCC Rules and Regulations, you will defer to the orders of the CO or WCC Rules and Regulations as it applies. Otherwise these orders will be obeyed and adhered to at all times.

1.2 Regimental Standing Orders

1.2.1 In order to maintain good order and discipline it is necessary to have a detailed set of orders that explain the specific duties and responsibilities of all members of the regiment as well as general rules to ensure that the members of 1st Marines Regiment are upholding the high standard for which we have set within the WCC corps of cadets.

1.2.2 It is imperative that all members of the Regiment obide by these Standing Orders as well as the WCC Rules and Regulations. All procedures, standards and relevant information is displaid within Regimental Standing Orders.

1.2.3 To read up on a certain section of the Regimental Standing Orders, you must click on the appropriate section number in the above menu. Any issues regarding the functioning of the Regimental Standing Orders can be refered to the Provost Marshal.

1.2.4 The Regimental Standing Orders are put in place by, and reviewed by, the incumbent Commanding Officer of the 1st Marines Regiment. Ignorance towards Regimental Standing Orders will be classified as directly ignoring the word of the Commanding Officer, and you may recieve disciplinary actions as detailed in the WCC Code of Offence.

"2. Discipline

2.1.1 Provost Hearing Provost Hearing is the Marines judiciary system, in which cadets are brought forward when accused of violating Regimental Standing Orders, lawful commands, or WCC Regulations. Any member of the Marines has the right to bring forth charges against another member of the Marines which will result in the accused being brought to a Provost Hearing at which time the Unit Commanding Officer and Provost Marshal will hear all evidence and make a ruling.

2.1.2 The person bringing charges forward is the convening authority, and as such is the person who selects the charges filed against the accused. The convening authority has the right at any time prior to a ruling from the Commanding Officer to drop charges against the accused. The convening authority is responsible to gather all evidence they have against the accused and submit it to both the accused and the Commanding Officer.

2.1.3 Upon submission of charges and evidence, the accused has 7 days to prepare all evidence in their defence and submit it via email to the convening authority and the Commanding Officer.

2.1.4 Upon receipt of this, the Commanding Officer will make a ruling at his convenience. The results of this ruling are final, there is no appeal to Provost Hearing.

2.1.5 Upon receiving the charges from the convening authority the accused has the right to request a Justice trial, in leau of Provost Hearing, however this decision may only be made within that 7 day period, and cannot be made after submitting a defence to the Commanding Officer.

2.1.6 A Justice Trial is automatic, in the event that charges involve members from other sections or departments (who are not unit staff). In the event of a Justice Trial, refer to Appendix D of WCC Regulations. NOTE: In the event that Commanding Officer wishes to bring forth charges, they will be directed to a Justice arrangement as detailed in Appendix D of WCC Regulations.

Available: MSN, Chat room.

To become a GySgt, candidates must apply to their Platoon Commander via email to sit a board, who will pass this up the chain of command. A SSIB may be declined or suspended at any point by the Board President. Candidates may request a SSIB no earlier than 14 days before your time in rank is completed.

A series of questions will be asked from the Board President and the Board, to define whether the candidate is worthy of SNCO status. The questions may differ throughout boards.

After the Board has asked all questions, the candidate will leave the conversation or chat room. A verdict will be made on a majority vote after weighing out the strengths, weaknesses and capabilities of the candidate. The Board President will contact the candidate with a conclusion and a verdict. The verdicts being:

PASS - The candidate will be promoted to Gunnery Sergeant upon meeting all the requirements laid down in Section 3.2.
PARTIAL PASS - The candidate is not deemed ready for promotion to Gunnery Sergeant, and is given a set time to work on and improve points raised by the Advancement Board.

3.3.2 Pre Officer Interview Board (POIB)

The POIB will have an Advancement Board present:

Board President: Commanding Officer.
Board: Executive Officer, RSM.
Available: MSN, Chat room.
Prerequisites: Pass the SSIB (Even if applying as a Sgt, Candidates must pass the SSIB prior to applying for a POIB to show their determination and capabilities).

To gain the recommendation and permission to apply for the Officer Academy Commissioning Course, candidates must apply to their Platoon Officer via email to sit a board, who will pass this up the chain of command. A POIB may be declined or suspended at any point by the Board President. Candidates must have successfully passed the SSIB, and have held the rank of Sergeant for a minimum of 14 days.

A series of questions will be asked from the Board President and Board to define whether the candidate is ready to enter Officer Academy.

PASS - The candidate is considered ready for entry to Officer Academy to persue a career as a WCC Officer. The candidate is given permission to apply for the Academy, and recieves the Commanding Officer's recommendation.

3.3.3 Advancement Board

The Advancement Board will commonly consist of the Regimental Command Team:

  • Commanding Officer
  • Executive Officer
  • Regimental Sgt Major

However, in the event of one of the common members being unable to attend, or being on leave, the member must appoint a voluntary replacement. If the Commanding Officer is absent from the board, then the peron holding then next most senior position will assume the role of Board President.

For example, the Commanding Officer may ask the Operations Officer to attend in the Commanding Officer's absence, so the OpsO would assume the role of Board President. However, in another example, the Commanding Officer may ask a Senior Officer who has no position within the Marines or Corps Command to attend in his or her absence. In this case, the Executive Officer would assume the duty of Board President as XO would be the next most senior position holder present.
